In the aftermath of the law-passing, the world is split. Scrambling to maintain its chokehold on the world, the World Coalition begins a persecution of those known as the Liberated who celebrate life free from the Law. Forced from hiding, Willis and Perryn discover friends in the newly formed Underground. With the help of an informant known as The Watcher, the two undertake a rescue mission that uncovers the terrifying intentions of the Coalition. The world has been freed, but Willis and Perryn will soon learn the frightening truth that the Law remains.
